Application Impacts How the impacts can be enhanced
One of Brazil’s largest telecommunications providers used HDI maps to identify poor neighbourhoods in Rio de Janeiro that would be good candidates for sales of prepaid mobile phone service (1). Anticipated to increase company profits by avoiding substantial infrastructure investment required to develop postpaid landline phone services.  
The Ministry of Communications used Brazil’s HDI map to identify poor municipalities in need of free access to e-government services and online information (1). This helped identify poor municipalities in Brazil that will receive 4,500 computers, free Internet access, and free access to e-government services and online information.
